NB: Version 1 of the data set will remain unchanged except for catalog 
    files.  The name must be uniformly set equal to the new name in all
    Version 2 catalog files and labels.

The TARGET_REFERENCE_INFORMATION object is optional, and this reference
was not consulted in creating the above catalog files, so this should
NOT be implemented.

I could not find any aareadme.txt files missing carriage returns in the 
posted data.  "N.B." is correct and OK.

I can't figure out what the problem is here.  Every .txt file I looked at
has proper carriage control, as did every .asc and .lbl file.

The docinfo.txt file mentions them, but they are not included in the 
document/ directories.

This appears to be someone's copy script concatenated on the end of the
file. It looks to me like the original content of the docinfo.txt file 
is intact - just need to remove the extra junk lines.
