o For the BOPPS collections, I cannot find a bundle file with an ID of " urn:nasa:pds:bopps".  I do see the expected bundle files for the other collections ( CARA, KPNO, and Unidentified Spectral Lines).

o bopps/documents is masquerading as a collection but it does not have the PDS4-required inventory table and label.

o All other BOPPS collections are missing XML labels for the collection inventory tables.

o How is SBN planning to handle context objects for ground- and earth-based bundles?  Will a context collection be created for each bundle, with the context objects identified as secondary members?
