--> In the 6 hours around the Pluto flyby there are only two data points while the data on either side are sampled every minute. This should be explained. The exclusion of the flyby data  explains why PLUTO is not included as a DATASET_TARGET.
--> Should probably add MCCOMMASETAL2008 to DATA_SET_REFERENCE_INFORMATION
--> The main thing that I’d like to see corrected is the dataset.cat where the exclusion of the Pluto flyby data should be explained. The reason is likely that the number of particles was too low to accurately fit the data (values provide have density = 0). If this is the case, then the explanation would be added to the CONFIDENCE_LEVEL_NOTE.

--> According to the SwRI Legal Department, revealing the existence of an ITAR controlled document is in itself a violation of ITAR. There are ITAR documents in this ref.cat, so I would suggest removing those references. These are REFERENCE_KEY_ID = "DSN821-104" and REFERENCE_KEY_ID = "DSN821-110". Note that REFERENCE_KEY_ID = "DSN810-5" has been reclassified and is no longer an ITAR controlled document.
--> Elliott 2016 added to an old version of REF.cat.  Copy reference to new version that has ITAR controlled documents removed.
