--> For the FPDO/FEDO columns, the FORMAT does not span the 24 bytes allotted, but only 15.  May need to change the ITEM_BYTES or FORMAT.
--> For the FPDO/FEDO_QUALITY columns, the FORMAT does not span the 12 bytes allotted, but only 3.  May need to change the ITEM_BYTES or FORMAT.

--> Files need to be PDF/A-1a or PDF/A-1b compliant.

files: 'INDEX/INDEX.LBL'
--> The VOLUME_ID value needs to be corrected to match that found in the VOLDESC.CAT.

--> Suggest adding a sentence or two to help the user map which EXTRAS file goes with which DATA file.  I think I know how they are mapped, but it might be nice to explicitly state how.  For instance, DATA/SREM_L2_[DATE].TAB map to EXTRAS/SREMRosetta_PACC_[DATE]_L2.cdf.

--> Filenames cannot be mixed case.  Please force them to uppercase.

file: 'VOLDESC.CAT'
--> DATA_SET_ID: Values are "RO-C-" not "RO-X-", which is used for the rest of the data set.
