collection.xml should have Citation_Information/doi, which for now can be
obtained via https://pds-engineering.jpl.nasa.gov/content/doi

This has been debated, and there is no consequence for ignoring.

** Note from Anne: There should be a consequence, that is generally avoided now because of a reliance on implementation details in validators. The correct NAMESPACE identifier starts with "http:". This must be fixed.
