(1) This data set was originally reviewed on 2022-02-09 with the result that the SHAPEMODEL parts needed to be delta reviewed after liens were resolved.  As part of the lien resolution, a coordinate system document for Arrokoth was produced, which also needs to be peer reviewed.

--> Should the new paragraph on lines 28-30 about ARROKOTH_CSD.PDF have a blank line between it and the prior section?
--> Please update the publication year from 2021 to 2022 in the CITATION_DESC.

file: 'index/index.{lbl,tab}'
--> NEW 9/20: Column 2 length was fixed, but the FORMAT in the label needs to be updated from "A31" to "A34" to match the BYTES.
--> NEW 9/20: It was not recgonized due to old column 2 error, but column 4 also needs its length extended in both the file and label due to line 917 PRODUCT_ID length.  Don't forget to adjust the RECORD_LENGTH, ROW_BYTES, column 4's FORMAT and BYTES, and the START_BYTE for all columns after column 4 as well.

file: 'document/arrakoth_CSD.{lbl,pdf}' (NEW file to address coordinate system lien)
--> NEW 9/20: please force the filename to all lowercase
--> NEW 9/20: The PDF file conforms to PDF/A-2B, but it must conform to PDF/A-1a or 1b.  Please fix.
